Anxious governments like to ask [Tim] Berners-Lee how they can foster innovation and I ask the same question. His answer surprises me: the conditions behind the invention of the web were rather specific, he says. “Like gorgeous situations when you’re sitting out having coffee, you’re looking at the Alps, when you feel as though the air is so clear you can touch Mont Blanc if you reach your hand out, then it lifts the spirit.”
